 Comprehensive Health Legislation Approved by Parliamentary Committee


A legislative proposal introducing broad changes in the field of healthcare has been approved by the Parliamentary Committee on Health, Family, Labor and Social Affairs. The bill includes regulations covering pharmaceutical tracking, healthcare workforce, organ donation, medical devices, and digital health services.


Mandatory Reporting to the Pharmaceutical Tracking System

Pharmaceutical warehouses and marketing authorization holders will be required to report the movement of all human medicinal products and special medical purpose foods within the supply chain to the tracking system, in accordance with procedures set by the Ministry of Health. Violations will be subject to administrative fines amounting to twice the wholesale price of the products involved, with increased penalties for repeated offenses.

New Rules for Healthcare Professionals

Physicians, dentists, and medical specialists will be allowed to work in a maximum of two healthcare institutions. Regardless of their agreement status with public insurance, they may be employed under the social security system in private hospitals and foundation universities. Informed consent for medical procedures may now also be obtained electronically using secure digital identification methods.

Restructuring of Vocational Health Programs

Certain titles such as "nurse assistant," "midwife assistant," and "mammography technician" will be removed. New roles including "dental prosthesis technician" and "nuclear medicine technician" will be introduced. Vocational high school programs will be revised accordingly, and current students will graduate under the unified title of “healthcare support technician.”

Flexible Specialization Path for Family Physicians

A new model called "Field Family Medicine Specialization" (SAHU) will allow contracted family physicians to become specialists without centralized placement exams until January 1, 2035. The program will combine remote and part-time training methods, with reduced training duration for experienced practitioners.

Regulation of Cannabis-Derived Health Products

Cannabis-derived medicinal, wellness, and personal care products will only be sold in pharmacies. All licensing, monitoring, and distribution processes will be regulated by the Ministry of Health. Violators may face administrative fines ranging from 1 to 10 million Turkish Lira.

Digital Consent and Organ Donation Integration

Organ and tissue donation declarations can now be made via e-Government platforms or the Ministry's health information systems using secure ID verification. The declared will of the donor will take precedence over family objections. Donations will be recorded and managed in compliance with data protection laws.

Health Facilities in Public Parks Without Zoning Changes

Emergency medical stations, healthy life centers, and family health centers may be established in public parks over 2,500 square meters without zoning plan modifications, upon the Ministry of Health’s request. Use of such allocated spaces for other purposes will not be permitted.

Stricter Oversight on Medical Device Sales and Advertising

All marketing and promotional activities for health services must remain within strictly defined limits. Violations, including misleading claims or unfair competition, may result in significant administrative fines. Unauthorized marketing, sales, or servicing of medical devices will also be penalized.

New Framework for Opticianry Practice and Governance

Opticianry practices will be required to maintain records in accordance with Ministry regulations. Violations may lead to fines of up to 1 million TL and repeat offenses may result in temporary suspension from practice. Regional optician chambers and a national umbrella organization will be established with defined powers and responsibilities.

Licensing and Fees for Healthcare Activities

All licenses, permits, and approvals issued by the Ministry and affiliated institutions will be subject to fees, capped at 2 million TL. Some licenses may be allocated through public auction processes. A share of the revenues will be allocated to the International Health Services Inc. (USHAŞ).

Direct Procurement of TÜSEB-Produced Medical Products

Amendments to the Public Procurement Law will enable public institutions to procure medical products developed by the Turkish Health Institutes (TÜSEB) directly, ensuring faster access to essential supplies.
